Hersh Saluja, CEO


Mr. Saluja is the CEO of E2 Consulting Engineers, Inc., a firm that he founded in 1988. As the founder, principal engineer, and CEO, he has ultimate responsibility for the work of the entire firm. He has more than 40 years of experience related to engineering and providing professional and technical services to clients across the U.S. He holds an M.S. degree in civil engineering and an M.S. degree in Agricultural Engineering. Mr. Saluja is registered both as a civil engineer and an agricultural engineer in California. His engineering expertise includes sediment transport, drainage, irrigation management, hydrological and hydraulic analysis, and groundwater hydrology. He is actively engaged in the work of the firm and serves as Principal-in-Charge for E2’s major projects, which have included providing nuclear safety, engineering, and construction management services for the DOE; site investigation and remediation services for the DOD; pipeline services for public utilities and the oil and gas industry; and engineering and design of water and wastewater transmission, distribution, and treatment facilities.

Jack Bernard, President


Mr. Bernard has 30 years of leadership experience related to management of site infrastructure operations, maintenance, and engineering at DOE nuclear sites. President of E2 since 2009, he has driven business growth resulting in a more than doubling of company revenue and profit. Additionally, Mr. Bernard led E2 to a new level of small business contracting with the capture of the $20M/year base operations prime contract to DOE at the National Energy Technology Laboratory (NETL) sites. During his tenure managing site infrastructure operations and engineering at the DOE Savannah River Site, he designed, proposed, and led implementation of the consolidated Infrastructure & Services organization, resulting in annual savings of $20 million without impacting mission support. He also led the site-wide Maintenance Reengineering project that replaced the CMMS and completely redesigned the maintenance work planning and control process while achieving a hard dollar savings of $15M annually. He holds M.S. and B.S. degrees in Electrical Engineering. He is a registered Professional Engineer in the states of North and South Carolina and is a member of the Institute of Electrical and Electronics (IEEE), the American Society of Mechanical Engineers (ASME), and the Project Management Institute (PMI).

John Lessard, CIO


John Lessard is the Chief Information Officer at E2 Consulting Engineers, Inc. Mr. Lessard provides leadership for the continued development of an innovative, robust, and secure information technology environment throughout E2. The primary responsibilities for this office encompass a wide variety of strategic technology issues: governance and policy, resource allocation, and information technology protocols.

As CIO, Mr. Lessard ensures a secure and reliable technological infrastructure that enables our employees to seamlessly collaborate with clients and project teams throughout the U.S.

Mr. Lessard has over twenty years of experience advancing solutions for information technology. Prior to joining E2, Mr. Lessard was with ESA, a San Francisco based environmental consulting company, where he served for eleven years leading the information technology integration for the firm’s acquisitions, extensive expansion of the company’s office locations, and the relocation of ESA’s primary data center. Mr. Lessard has introduced new technologies to ESA including Voice over Internet Protocol (VoIP), a centralized network storage repository, a Virtual Private LAN Service (VPLS) network, Wide Area Network (WAN) optimization, Citrix, a Storage Area Network (SAN), and extensive server virtualization. Prior to ESA, John was with Naonmetrics for seven years, where he served as the senior network engineer. His responsibilities there included directing the company-wide global implementation of new technology consisting of new network deployments in Asia, the deployment and management of the Cisco network infrastructure, the implementation of standards based PC hardware and software configurations, and the daily management of Microsoft Active Directory Services and Microsoft Exchange server.

Shalu Saluja, General Counsel


As E2’s General Counsel since January 2013, Ms. Saluja manages the firm’s legal affairs and advises senior management on legal matters. From 2006 to 2012, Ms. Saluja was founder and CEO of Future Unlimited, Inc. a professional services company which provided engineering and management services to federal agencies. Ms. Saluja was also an associate at Thelen, LLP where she practiced commercial litigation. Ms. Saluja holds a BA from UC Berkeley and a JD from UC Berkeley, Boalt Hall School of Law.

Bob Fassett, Senior VP Integrity Management and Engineering Service, Oil/Gas and Utilities Division

Mr. Fassett is Senior Vice President of Integrity Management and Engineering Services for E2 Consulting Engineer’s Oil, Gas and Utilities Division. He is responsible for managing client development efforts for oil, gas and utilities clients seeking pipeline integrity management assessment and support services, including pipeline engineering, process review, threat assessment, integrity management, trenchless technology, project management, professional witness and more.

Mr. Fassett has more than 25 years of experience in engineering, construction, and integrity management of gas transmission and distribution pipeline systems and has spent 22 of those years working in various levels of leadership for Pacific Gas and Electric (PG&E) Company. He has experience in being an PG&E’s representative on two National Transportation Safety Board (NTSB) pipeline accident investigations as well as representing PG&E during the 2011 NTSB en banc hearing for the San Bruno, Ca. gas pipeline accident.

Mr. Fassett is a nationally recognized subject matter expert that has published and presented at industry associations and events such as the American Gas Association Operations Conference, the National Association of Corrosion Engineers International, and the Clarion Technical Conferences Annual Pipeline Pigging and Integrity Management Conference.

Ira Pearl, VP Southeastern Region, Oil/Gas and Utilities Division


Mr. Pearl leads E2’s Oil, Gas and Utility business in the southeastern United States. He is a proven energy industry executive with outstanding leadership, communication, engineering, and project management skills.  His energy experience spans executive roles natural gas distribution and midstream, refined product distribution, coal and nuclear electric generation, retail gas and electric, and compressed natural gas.  He previously led Engineering and Construction at AGL Resources (now Southern Company Gas), where he oversaw significant pipeline construction, infrastructure replacement, and pipeline integrity programs, while also leading Supply Chain, Environmental Health & Safety, and Crisis Management. He developed and operated several energy industry start-ups, including a renewable energy developer, retail energy marketer, and compressed natural gas station developer. Prior to this, he held several executive positions at Delta Air Lines, and was a US Navy Nuclear Submarine Officer. He is a graduate of Georgia Tech with a Bachelors in Chemical Engineering, and the US Navy’s post graduate Nuclear Engineering program. He resides in Atlanta, Georgia.

Dean Drake, VP, Energy Division


Mr. Drake is highly skilled in the execution of missions and programs associated with nuclear and non-nuclear facilities. During his 30 years of experience managing programs and facilities, he has gained a thorough knowledge of Integrated Safety Management System (ISMS) principles including Conduct of Operations and Maintenance, Radiological Controls, Emergency Management, and Disciplined Conduct of Projects. He infuses his project teams with a strong commitment to personnel safety and the safety of the plant, as well as a commitment to compliance with Technical Safety Requirements, Documented Safety Analysis, and other facility Safety Basis documents. Mr. Drake possess a strong maintenance and operations background including the coordination of facility work activities and the work control process. He has a B.S. degree in Mechanical Engineering and a strong background in machine design, thermodynamics, heat transfer, and HVAC systems.

John Lucero, VP, Environmental Remediation Services


Mr. Lucero is a registered civil engineer with 35 years of experience directing large-scale, high-profile environmental remediation programs and projects. He holds a B.S.C.E. in Civil Engineering from the University of New Mexico and completed graduate course work and research at U.C. Davis and has advanced technical training in related areas including inorganic and VOC chemistry, database management, and decision analysis. He has worked on more than 40 Superfund sites as an engineer, project manager, program manager or senior technical expert. Currently, he is managing E2’s USACE ID/IQ Contract for Environmental Remediation Support Services for the Sulphur Bank Mercury Mine, a complex site that includes an abandoned mercury mine at Clear Lake, CA with 3 million cy of contaminated tailings, waste rock, and ore piles. He is an innovator who conceptualized and spearheaded the development of E2 M2M® , a trademarked and copyrighted iPad application that facilitates efficiency, transparency, and sharing of information for programs that require the collection and analysis of large amounts of data.

Ryan Pelzel, VP, Canadian Integrity Management Services


Mr. Pelzel is Vice President of Operations of E2’s Canadian division, Canadian Integrity Management Services (CIMS) providing pipeline integrity management services within Canada. His experience spans 18 years in the midstream industry in various roles for both the operator and contractor, from site foreman and project manager to senior leadership. Mr. Pelzel has extensive experience in fabrication, estimating, budgeting, scheduling, project and supply chain management. In 2013 Mr. Pelzel relocated to Calgary, Canada to develop and lead a team of +30 supply chain professionals to manage ~$15Billion in capital LNG pipeline development projects for a major North American operator. Mr. Pelzel received a BA from Angelo State University in 1999 and a MA from Stephen F. Austin State University in 2005. He has attended multiple leadership institutes with a focus on corporate leadership and personnel development and served on the Angelo State Alumni Board of Directors from 2010 to 2013.

Mr. Pelzel is a strong supporter of local youth organizations and a four season outdoor enthusiast.

Barbara Merchant, Director of Contracts


Ms. Merchant is a contracts and financial manager with more than 40 years of experience. She possesses significant expertise related to the Federal Acquisition Regulations (FAR) and their application under government contracts. She has held leadership positions in large international organizations and been charged with managing subcontract administrators responsible for drafting and execution of all contracts and subcontracts. She is experienced in federal contract compliance and reporting and the development, execution, and monitoring of work under performance-based contracting methods. Ms. Merchant has managed financials for multi-million-dollar programs employing cost reimbursable, fixed price, and other reimbursement methods. She tracks and resorts funds’ exhaustion, provides notifications, and ensures timely payment to subcontractors. Her experience includes managing DCMA audits of indirect rates and property management, purchasing, and procurement systems.

Ms. O’Banion has 18 years of experience in Industrial Safety and Health. She brings to her role a comprehensive understanding of what it takes to create a safe and productive work environment while maintaining federal, state, and local regulatory compliance and adhering to all site and company policies and procedures. She is an Associate Safety & Health Manager of the Institute for Safety & Health Management and certified by OSHAcademy as S&H Professional and Manager.

Vanessa Vanover Hatfield, Business Development Manager/Small Business Administrator


Ms. Hatfield has more than 20 years of experience in business development, project administration, small business program development, contract management, professional recruiting, and administrative management. By virtue of her expertise and business acumen, she has assisted in the development of numerous successful proposals as well as identified and recruited qualified, talented personnel placed on contract with various clients throughout the Department of Energy (DOE) Complex. Ms. Hatfield is responsible for leading and managing E2’s small business and supplier diversity programs in support of corporate and internal business client requirements, acting as a key point of contact with small, veteran-owned small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, and women-owned small business representatives.
